The Ventosas, a group of people who possess special powers that disrupt the new laws, are being oppressed and persecuted in order to keep the peace created by the new laws alive. But in the industrial district, the poorest of the city and home to most Ventosas, the mood seems to change... Through the deaths of her parents early in life, Aya has been introduced to the corruption of this city. Her goal is to continue her parents' life's work and help the people.
