The August war of 2008 in Georgia has shown that the unresolved territorial conflicts in the successor states of the former Soviet Union present a security risk for the affected countries and for Europe as a whole. As an early resolution of these conflicts seems unlikely, this report examines the question of which contribution military confidence building and arms control can make to preventing further wars in these countries and to increasing stability and security.
